At least 63 are now dead from a massive Northern California wildfire, and officials say they have a missing persons list with 631 names on it in an ever-evolving accounting of the missing.

"I want you to understand that the chaos we were dealing with was extraordinary", Butte County Sheriff Kory Honea told journalists as he explained the staggering new figure.

Paradise sits on a ridge between two higher hills, with only one main exit out of town. Another three were found in Magalia and one was discovered in Concow. Some 52,000 people have been displaced.

A few Northern California communities are moving to install sirens after some wine country residents complained they didn't receive warnings to evacuate ahead of a deadly wildfire in October 2017 that destroyed 5,300 homes. It was 40 percent contained as of Wednesday evening.

Not too far away, firefighters were also battling the Hill Fire , which broke out along Hill Canyon in Santa Rosa Valley. Mr Murphy said firefighters were able to stop the fire at the edge of the city, where evacuation orders remain in place.

President Donald Trump is set to visit California on Saturday to meet victims of the wildfires believed to be the worst in the state's history.

"The reason that that number went up is because after they went up, [emergency officials] didn't stop working, they continued to work into the night", Honea said.

More than six hundred people are missing in the rubble and ash left by California's deadly Camp Fire. 140,000 acres have been burned, and 11,862 structures have been destroyed, with another 15,500 structures still threatened.

Authorities said it was unclear when residents would be allowed back into the town.

The Camp Fire has destroyed more than 8,650 single family homes and 260 commercial buildings, Cal Fire said.

"The ultimate goal is to get these people out of tents, out of their cars and into warm shelter, into homes", said Jessica Busick, who was among the first volunteers when she and her husband started serving free food from their Truckaroni food truck last week. Three deaths have been blamed on the blaze.

That fire is already the most destructive on record in the state, leaving the small town of Paradise in ashes. More than 8,000 firefighters are battling wildfires across California , including many from out of state.
