Some have been without electricity even longer as a result of Hurricane Irma, which brushed past Puerto Rico's northeast coast as a Category 5 storm on September 7 and left 1 million customers without power.

"I have suggested to the Board of @AEEONLINE that they cancel the contract with the Cobra subcontractor that is directly responsible for this power outage", Rossello tweeted. On Wednesday, an excavator used by the contractor hit a transmission line near the south coast.

Geraldo Quinones, a power company spokesman, said in a phone interview that crews are investigating why the breaker failed.

Individual faults, such as the one that occurred in southern Puerto Rico, can have a ripple effect on the grid because the island lacks sufficient generation reserves to continue operation when one plant or transmission line goes offline, Jorge Camacho, a former District of Columbia regulatory staffer who is now working with the National Institute of Standards and Technology told Utility Dive.
